Head of Procurement Netherlands
Your Role
We’re looking for a Head of Procurement for our Netherlands business to lead a collection of procurement personnel to develop, implement, and execute a local Procurement strategy that optimises employee capabilities, achieves the organisation's strategic objectives, and delivers competitive advantage whist aligning with the Procurement function’s overarching strategy. In this role you will also participate in the development of global procurement strategies to support the group and local business aims and drive best practices across the group and at local level.
The challenge is not only building strong capabilities required within Procurement NL, but also ensuring a consistent approach to Procurement activities whilst leading Procurement NL teams in an aligned way of working. This will require strong stakeholder engagement and a partnership mindset and approach to work with peers across the Procurement function to champion different ways of working to drive increased collaboration, effectiveness and efficiency.
The ideal candidate will be an experienced procurement professional in a financial regulatory environment, able to build the necessary credibility with key stakeholders, with a successful track record in a senior procurement leadership role, developing a local functional strategy, planning and gaining buy-in across a complex organisation and multiple stakeholders.

The Head of Procurement Netherlands is responsible for the procurement role within the Domestic Bank Netherlands and reports into the CFO Domestic Bank Netherlands. Additionally you will have a functional line towards Global Procurement Bank ING (GPB) which is headed by the Group Chief Procurement Officer (CPO).
Your responsibilities
- Participate in the development of the corporate strategy for NL (Domestic bank NL & Wholesale Banking NL), applying functional expertise and contributing creative ideas and insights to the strategy formation process via the CFO DBNL hierarchical line.
- Define and develop the local procurement strategy aligned with key local stakeholders and the global category strategy. Understand the Domestic Bank NL & Wholesale Banking NL strategy and play a key role with senior business owners to translate their business plans and targets into effective procurement strategy and purchasing decisions. While doing this, taking into account the respective category strategy at global level as well as making sure to contribute to the plans and targets of the global category management, with an understanding of the key local markets and undertaking regular market research including leading benchmarks and research insights to identify and deliver best-in-class solutions for ING.
- Agree and manage Procurement NL budgets so they align with organisational strategy and that of GPB, detailing expense and headcount budgets and supporting the development of business cases for key Procurement projects where necessary.
- Lead and support the commercial management of key sourcing projects and supplier relationship management across NL ensuring the strongest commercial rates, application of robust commercial frameworks and access to the latest innovations from NL's strategic suppliers.
- Manage the payment to suppliers in accordance with challenging service levels and best practices
- Ensure Procurement NL’s ongoing compliance with all current and future Regulations, Laws and Local/Global Policies.
- Ensure transparency of key supply chain risks in NL whilst ensuring robust mitigation and management plans to identify, address and maintain a strong risk management environment and culture.
- Build strong and effective teams that apply their diverse skills and perspectives to achieve collective success whilst creating a culture of strong teamwork and individual development across the Procurement NL and Global teams.
- Represent the organization in a variety of industry and professional forums in order to promote the company brand and ensure capture of the latest industry developments to progress NL Procurement and Global Procurement.

You are a seasoned procurement expert able to build the necessary credibility with the key stakeholders, translating into:
- Minimum 15 years of relevant procurement experience
- Successful track record in senior procurement leadership role
- Track record of developing a local functional strategy, planning and gaining sign off across a complex organisation and multiple stakeholders
- An understanding of the financial regulatory environment and the policies and best practices of regulated supply chains
- Recognized expert to represent Procurement within the country
- Established expert on analysing data trends to guide and drive strategy development and decision making within country
- Leader in strategic sourcing and key supplier relationship management and an established expert in ensuring market leading commercial rates, harnessing leading commercial frameworks and driving continuous improvement and 'in life' contract savings
- Able to develop and maintain a strong team culture and values creating a positive and enjoyable workplace and a team which strives to be best-in-class at all times
- Acts as an authority within the organisation and established expert on interpreting and applying knowledge of laws, regulations and global and local policies to manage supply chain risk to the organisation and ensure strong ongoing compliance.
